deck box lip drains 2013 315 OS

deck box lip drains 2013 315 OS

I snaked them and poured plumbers helper down but they won't clear and sometimes the water comes back up from the through hull. When I got the boat last year it wouldn't drain and I noticed the valve was shut so I opened it figuring that was that but cannot figure out how to get it to drain! Any help would be awesome.
