Steering Locking up

Hi Everyone - new to me 2010 Pursuit 315OS with power steering option. Having issue with it locking in hard to port or hard to starboard and then completely unresponsive. This seems to happen with power steering option on and off. Have topped off hydraulic fluid at helm and bled out bubbles as much as possible with turning the engines back and forth. Any other ideas to solve the issue?
