Fisher Panda 8 mini generator

Generator starts up but only produces 180v vs. the 240v it's supposed to put out. Contacted Fisher Panda and they sent 4 new 40uf capacitors. Replaced and it does the same thing. 180v until there is a load, then it jumps to 240v but the generator goes to a high RPM warning (around 4k) and frequency jumps from 59hz to around 64hz and throws a frequency error. Have 2 50uf booster capacitors on the way, but once these are replaced if it does the same thing what else can I check?

To close out this issue it was the 2 50uf booster caps causing the issue.
