Box Drain

Hey Guys - I'm a newbie... just bought my first Pursuit.... 1991 Pursuit 2350 Center Console. Gotta a question: how do I get the 2 side storage boxes to drain? I tried blowing out with pressure washer but to no avail. Is there a cut off valve that could be closed?
